Excmo. Sr. Khalil Al-Rahman
Presidente de la Asamblea General de las Naciones Unidas
Excelencia:

H.E. Mr. Khalil Al-Rahman
President of the United Nations General Assembly
Excellency
Subject: Ensuring the Participation of the Representative of the State of Palestine in the General Assembly.
I have the honor to address this letter to Your Excellency in my capacity as a citizen and a human being, Dr. Mohammad Amer Odeh, and on behalf of humanity, respectfully requesting that you convey it to the members of the General Assembly and consider placing its substance on the agenda of the current session in accordance with the relevant rules of procedure.
Palestine, in all its components, reaffirms its full commitment to the principles of the Charter of the United Nations and to the rules safeguarding the participation of States and their representatives in the work of the Organization. It also reaffirms its right to have its voice heard within an institution whose fundamental mission includes protecting international peace and security and the rights of peoples.
Free voices around the world, foremost among them the Palestinian people, have expressed deep concern over the host country's interference in the work of the Organization. For the second consecutive year, the United States has prevented Mr. Mahmoud Abbas, President of the State of Palestine, from entering its territory and participating in person in the work of the General Assembly. This raises a fundamental question that goes beyond Palestine itself: **Does the host country have the right to prevent the representative of a State invited to participate in the work of the General Assembly from reaching United Nations Headquarters and carrying out his mission?
The United States, as the host country, should not be allowed to turn its authority over entry into its territory into a means of obstructing the work of the international organization or preventing representatives of invited States from participating in its meetings. The matter is particularly serious when it simultaneously permits the representative of Israel to participate, despite Israel's continued non-compliance with numerous resolutions of the General Assembly and Security Council, and despite international judicial proceedings concerning acts attributed to Israeli officials.
In light of the relevant Rules of Procedure of the General Assembly, and recalling the precedent of 1988, when the General Assembly moved a meeting to Geneva after the United States refused to grant the late Palestinian President Yasser Arafat a visa to participate, I believe that the General Assembly has both the precedent and the institutional responsibility to ensure that its proceedings do not become subject to the will of the host country.
Accordingly, I propose that the meetings scheduled for this month be exceptionally relocated to the United Nations Office in Geneva if the participation of the representative of the State of Palestine and other invited delegations cannot be guaranteed at Headquarters in New York. Leaving Palestine's participation at the mercy of the enemies of the Palestinian people, while Israeli aggression against the Palestinian people continues, undermines the Organization's credibility and does not serve international peace and security.
I therefore appeal to Your Excellency to take the necessary measures, in accordance with the Charter and the Rules of Procedure of the General Assembly, to place this request on its agenda and to consider a resolution relocating the meeting in question to Geneva if the United Nations is unable to guarantee the participation of all invited delegations. I further appeal to Member States to support this exceptional measure as a means of preserving the independence and unity of the Organization and its founding principles, and as a step toward ending the Israeli slaughter of the innocent people of my homeland, who have endured oppression, injustice and occupation for nearly eight decades.
Please accept, Excellency, the assurances of my highest consideration and respect.
The Human Being
Dr. Mohammad Odeh
Note:
I am fully aware that no one has authorized me to speak on behalf of the Palestinian people, nor do I claim such authority. Yet I have allowed myself to address an international institution whose foremost responsibility is to protect my rights as a human being, because, as a Palestinian, I felt that preventing the representatives of my wounded people from reaching United Nations Headquarters was an affront to my right to have my people's voice present in the international institution that is meant to serve as a voice for humanity as a whole.
